POINTS TO NOTE AND DEVELOPMENTS TO WATCH

1. Arab terrorism will never end if it is rewarded instead of being punished, and the PLO has perfected the art of getting it rewarded. It signs agreements requiring an end to terror, obtains concessions from Israel and the West... and continues with terrorism whenever this suits its political objectives. The Oslo-Cairo agreements of 1993 brought the PLO leadership from exile to Palestine, gave it territory to administer, armed it and largely financed it - all this in return for an official pledge to prevent terrorism. After two intifadas lasting several years, Arafat sold the same damaged goods to Senator Mitchell, George Tenet and President Clinton. No salesmanship was required to sell them to the Israeli Labor Party, which was desperate to buy. And the "Quartet" intervened with its "road map," helping Abu Mazen's efforts to sell them once again to Sharon and President Bush, just when Israel was on the verge of suppressing the terrorism by itself. Abu Mazen's excuses are legion. He does not want to set off a Palestinian civil war. He is too weak now to tackle the Hamas, the Islamic Jihad and the Tanzim. He needs more time. But meanwhile he expects Israel to release Hamas, Islamic Jihad and Tanzim prisoners, stop building security walls and dismantle settlement outposts... The very first stage of the "road map' was the dismantling of the Palestinian terrorist infrastructure, so nothing can be demanded of Israel until this has been done. If it is not done, Mr. Colin Powell notwithstanding, the "road map" is dead. The West please note.

2. Twenty-seven pages of the Congressional Report disclosing the involvement of the Saudi Arabian Embassy in Washington in the financing of Al-Qaeda are being kept secret, probably to avoid embarrassment for the Saudis. It seems that two checks for large amounts signed by Princess Khayda, wife of the Saudi Ambassador to Washington, Prince Bandar bin Sultan, were delivered in San Diego to Nawaf Al-Mazi and Khaled Al-Midar by another Saudi, Omar Al-Biyumi. Al-Mazi and Al-Midar were two of the hijackers of the civilian aircraft that crashed into the Pentagon on 11th September 2001, killing 180 people. Al-Biyumi not only arranged them accommodation for two months paying the rental in advance, but also contacted the flying school in Florida where they received flying instruction. The United States has not bothered the Princess, but has demanded the extradition of Al-Biyumi, who left quietly after the bombing and is now in Saudi Arabia. Prince Bandar is handing out largesse as usual. It pays.
